According to a statement released to the media by Caltech, this is the first time a soliton has been observed behaving in a near-parasitic manner.“This new soliton rides along with another soliton — essentially, in the other soliton’s wake. It also syphons energy off of the other soliton so that it is self-sustaining. It can eventually grow larger than its host,” said Kerry Vahala in the press release, a leading scientist at Caltech who authored the paper about this new type of solitonTo put it in less scientific terms, Vahala used an analogy to liken the newly-discovered soliton to pilot fish, a carnivorous tropical species that swims next to sharks so they can pick up scraps from the their meals. By swimming the shark’s wake, they also reduce water drag and are able to travel more freely.First discovered in 1834 by when Scottish engineer John Scott Russell noted unusual waves formed in the waters of Union Canal after a barge made a sudden stop, solitons were dubbed “waves of translation” as they retained their shape as they traveled. By the end of the century, solitons were explained mathematically, paving the way for them to be discovered as light waves as well.Some members of Vahala’s team, which published their paper in the Journal of Natural Physics, first thought the new wave discovery was due to malfunctioning laboratory equipment, but quickly found out otherwise.“We confirmed that the signal was not an artifact of the instrumentation by observing the signal on two spectrometers. We then knew it was real and had to figure out why a new soliton would spontaneously appear like this,” said Qi-Fan Yang, a member of the research team in the press statement.According to the press release, the team used a laser input to provide solitons with energy which could not be directly absorbed by the “pilot fish” soliton. As the “shark” soliton consumed the energy, they noticed the energy was being pulled away by the “pilot fish” soliton, which grew in size while the other shrank.“Once we understood the environment required to sustain the new soliton, it actually became possible to design the microcavities to guarantee their formation and even their properties like wavelength—effectively, color,” said Xu Yi, another research team member in the media statement. Multifamily giant Irving Langer pays off defaulted loan after selling properties

(E&M, Getty)Irving Langer is breathing easier these days.The multifamily giant, who has been selling off properties outside New York City, has paid off a defaulted loan he used to leverage his 3,000-unit multifamily portfolio.Langer’s E&M Management recently retired the last $16 million of a $42 million loan from Churchill Real Estate that the investor had used to finance his equity stake in the 42-building portfolio.E&M defaulted on the loan last year, which left Langer vulnerable to a UCC foreclosure on his ownership stake in the portfolio. But after negotiating with the lender for more time and restructuring the loan, Langer sold properties in upstate New York, Miami and Texas and retired the debt.ADVERTISEMENT“We were able to work with him to give him more time to repay us,” Churchill founding partner Sorabh Maheshwari said.Langer did not immediately respond to a request for comment. Senegal finish year top of Africa rankings, Uganda 1 up

Donegal homeowners face property tax hike of up to 15% in 2020

first_imgDonegal County Councillors have voted to raise Local Property Tax by a maximum of 15% in Donegal for 2020.County councillors voted by 15 votes against 13, with two abstentions, to vary the basic rate of Local Property Tax charged on homes by 15% next year. The move will see householders paying up to €60.75 more tax on a home valued between €200,000-€250,000, where the baseline LPT is €405.Homes valued under €100,000 will see an increase of €13.50 on their base tax of €90.The readjustment was discussed at Monday’s monthly council meeting in Lifford, where councillors were told that an increase of up to 15% in LPT would bring in an additional €1,655,628 to the council’s revenue budget.Elected members were told that the increase would give the council an opportunity to have a balanced budget in 2020 and to provide money for match funding and borrowings for a range of major projects already in development across the county.The increase was formally proposed by Cllr Tom Connaghan and seconded by Cllr Martin Harley. Die Branche zeichnet fur 10% der Produktionsexporte des Landes verantwortlich und ist somit eine wichtige Saule in der Wirtschaft des Landes.Mit einer Jahresproduktion von 535.000 Fahrzeugen im Jahr 2007 (fur 2008 wird ein Anstieg auf 630.000 erwartet) ist Sudafrika angesichts einer weltweiten Produktion von 73 Mio. Fahrzeugen eher unbedeutend.Lokal betrachtet ist der Automobilsektor jedoch ein Riese, der 7,5% zum Bruttoinlandsprodukt beitragt und der 36.000 Arbeitskrafte beschaftigt.Die Regierung hat die Automobilindustrie zum Hauptwachstumssektor erklart. Anvisiert wird ein Produktionsanstieg auf 1,2 Mio. Der Export von Fahrzeugen lag 2007 bei 170.000 Stuck.Der sudafrikanische Automobilverband Naamsa rechnet jedoch fur 2008 mit einem Anstieg auf 285.000. Dies ist ein außerordentliches Wachstum, wenn man sich vor Augen fuhrt, dass im Jahre 1997 gerade einmal 20.000 Fahrzeuge in den Export gingen.Sudafrika exportiert derzeit Fahrzeuge in uber 70 Lander, hauptsachlich nach Japan (ca. 29% des Gesamtexports), Australien (20%), Großbritannien (12%) und in die USA (11%). Zu den afrikanischen Abnehmern gehoren Algerien, Simbabwe und Nigeria.InvestitionenViele internationale Konzerne nutzen Sudafrika zur Auslagerung der Komponentenfertigung und zur Fahrzeugmontage fur lokale und internationale Markte.Zwischen 2000 und 2006 haben sich in dieser Branche die Investitionen in die Produktions- und Export-Infrastruktur vervierfacht: von 1,5 Milliarden auf 6,2 Milliarden Rand. 2007 setzte eine Schrumpfung auf 3 Milliarden Rand ein. Die Mittel verteilen sich auf das Montagewerk in Silverton, Pretaria und das Motorenwerk in Struandale, Port Elizabeth. Die meisten dort produzierten Fahrzeuge sind fur den Export vorgesehen.General MotorsGeneral Motors South Africa in Port Elizabeth (Provinz Ostkap) vermarktet die Marken Chevrolet, Opel, Isuzu, Saab, Cadillac und Hummer. 2005 erhielt das Unternehmen einen 6-Jahres-Vertrag fur die Montage und den Export des Hummer H3, verbunden mit einer Investition in Hohe von 100 Mio. Dies erlaubte Automobilherstellern sich auf die Produktion bestimmter Fahrzeuge oder Komponenten fur den Export zu konzentrieren, wahrend sie andere Modelle importierten.Das MIDP raumt Automobilherstellern, die in neue Fertigungsanlagen und Ausrustung investieren, einen Production-Asset Freibetrag ein, indem sie 20% ihrer Ausgaben im Zeitraum von 5 Jahren in Form von Einfuhrzollen zuruckerstattet bekommen.Die Regierung plant ein MIDP-Nachfolgeprogramm, das auf die Verbesserung der Wertschopfungskette im Inland abzielt. Das neue Programm, das bis 2020 laufen wird, konzentriert sich auf Mehrwert-Potentiale bei gleichzeitiger Kontinuitat in den multilateralen Verpflichtungen Sudafrikas. Es ist wahrscheinlich, dass es die Form eines Produktionszuschusses annehmen wird.Das Wirtschaftsministerium erhofft sich von dem Programm neue Arbeitsplatze und eine langfristige Festigung der Industrie. We can see an additional .25″-1″of action today, but thunderstorms will be what pushes the upper end of the range. Those look to be mostly limited to north central and northeast Ohio, although we don’t want to get too cute and count them out anywhere else. The rains will attempt to end west to east today, but it will take into the evening to get action to leave in the east. Today’s rain coverage will be around 70%.  We are dry for tomorrow with full sunshine. Friday looks drier too, as the front sagging in from the north continues to lose available moisture. However, we still think that central Ohio can see decent rains Friday afternoon, particularly later, and then the southern third of the state can still see lingering rain for Saturday. Moisture totals look to be mostly from a few hundredths to half an inch max. Northern Ohio sees very little moisture from this little wave.  Scattered showers are back Sunday afternoon into Monday. These can be some nice showers, with the best precipitation from this wave in right over the top of Ohio. The map at right shows combined rains through midnight Tuesday night. A second wave of light moisture returns on Wednesday, bringing rain totals of a quarter to half an inch. The European model really goes nuts with a monster storm that would bring 1-3 inches of rain on Wednesday. But, it is an outlier, and so far, has only produced that kind of massive system on 1 model run. So, we are discounting it right now.  The extended period is trending drier in our opinion. We see our moisture threat for the 17th dwindling to nothing, and the rest of the extended window whether southern moisture is able to miss us to the south, staying south of the Ohio river, or whether it will want to lift north. Right now, we are biased toward a drier run, but strong southwest winds for the 19th through the 21st may bring scattered showers in, and we should at least raise the possibility of some .25”-.75” rains in the middle of that 11-16 day forecast window.  Temperatures will be near normal through most of the upcoming period, with no major heat or cold air coming. The heat is locked up in the northern plains over the next week, and we do not see any credible threat of that coming this direction.last_img read more

Re-Building Confidence Critical – Finance Minister

first_img Steadfast commitment to implementation, and re-building confidence in the economy, are two factors deemed necessary for the success of Jamaica’s current economic programme and the country’s performance, under the new International Monetary Fund (IMF) US$932.3 million four-year Extended Fund Facility (EFF).Finance and Planning Minister, Dr. the Hon. Peter Phillips, and Head of the IMF’s Mission Team to Jamaica, Jan Kees Martijn, highlighted these factors, while addressing Thursday’s (August 22) joint media briefing at the Ministry’s offices in Kingston, where details of the country’s first quarterly performance review under the EFF (April to June),  were outlined.In his remarks, Dr. Phillips said Jamaica’s future under the programme “really depends on us – the country”.“There are many who did not believe that we would have concluded a programme (with the IMF) and, indeed, they were pleasantly surprised and satisfied with Jamaica’s fulfillment, not only of the prior conditions. I think we need to emphasize that they (prior conditions) were not easily achieved, but they were achieved with the sacrifice and contribution of stakeholders from all sectors in the country,” he said.In terms of confidence in the economy, Dr. Phillips acknowledged that this “will take time to build.” While noting that “we are seeing signs of it already” he stated that “we are also seeing that there are those who remain to be convinced.”“I don’t think that we will convince them by a lot of talk, necessarily. I think we will convince them as we proceed with implementation,” the Minister said.Dr. Phillips said having recently concluded a series of discussions with holders of Jamaican government bonds in North America and in Europe, “I can say that we are seeing the slow but steady and significant re-building of this confidence, certainly, in the international community.”He added, however, that the economic programme will require sustained implementation over future quarters in order to sustain a build-up in confidence.The Finance Minister emphasized that this effort will also require that a more comprehensive communications endeavour be undertaken, both locally and internationally, to facilitate better understanding by persons of the programme’s rationale, while enabling them to take advantage of anticipated benefits.“The successful conclusion of this first review will add to that level of confidence. So, what we have to do is sustain our commitment to the path and not lose heart or become overwhelmed by the immediate painful difficulties which we face,” Dr. Phillips said.Meanwhile, Mr. Martijn noted that Jamaica’s current economic challenges did not occur, nor will they be solved overnight.“The reason we have a four-year programme is because we know that there is a whole series of reforms in many areas…to be implemented. So, ongoing implementation (is important),” he said.Mr. Martijn also noted that the Jamaican economy’s performance is being carefully analyzed.“Investors are looking at the country. That return of confidence is…absolutely critical. The two are, of course, related, because with steadfast implementation, we believe that confidence will return and at that stage, the benefits of these (economic) reforms would become truly apparent,” he said.
